Samoa's persistence to grade 5, total (% of cohort) was 90.26% in 2019, the latest year in the World Bank's World Development Indicators. That is down 2.04 percentage points from 92.3% in 2014.
Key figures
| Value | Year | |
|---|---|---|
| Latest | 90.26% | 2019 |
| Five years earlier | 92.3% | 2014 |
| Highest | 94.26% | 2018 |
| Lowest | 73.8% | 1998 |
| Average since 2010 | 89.8% | 2010–2019 |
| First recorded | 92.71% | 1994 |
Over five years it is down 2.04 percentage points from 92.3% in 2014. Since 1994 it is down 2.45 percentage points from 92.71% in 1994. The World Bank has no value for 7 of the years in between; the chart leaves those gaps open rather than joining across them.
What the numbers say
In 2019, Samoa's persistence to grade 5, total (% of cohort) fell 3.99 percentage points on 2018 (from 94.26% to 90.26%).
Across the 13 yearly changes before that (1995 to 2018), the average change was +1.93 percentage points and a typical year strayed about 6.7 percentage points from that (the standard deviation). This year's change was 0.9 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 17.26 percentage points in 1999 and the biggest yearly fall was 6.42 percentage points in 1995. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2010 to 2019 there is no clear straight-line trend: a straight line explains 22% of the movement over 8 observed years, so the value is moving around more than it is heading anywhere.

What this measures
Persistence to grade 5 (percentage of cohort reaching grade 5) is the share of children enrolled in the first grade of primary school who eventually reach grade 5. The estimate is based on the reconstructed cohort method.
Limitations: The estimates have limitations in capturing real trend in that an observed rate will be applied to the underlying indicators such as repetition rate and promotion rate throughout the cohort life, and re-entrants, grade skipping, migration or transfers during a school year are not adequately captured.
Regional and income-group figures are computed by the World Bank as a weighted average.
