What the numbers say
In 2021, Namibia's adjusted net savings, including particulate emission damage (% of GNI) fell 12.61 percentage points on 2020 (from 10.77% to -1.83%).
Across the 29 yearly changes before that (1992 to 2020), the average change was −0.28 percentage points and a typical year strayed about 4.82 percentage points from that (the standard deviation). On record, the biggest yearly rise was 7.62 percentage points in 2017 and the biggest yearly fall was 12.61 percentage points in 2021. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2012 to 2021 the straight-line trend is downward, about 1.08 percentage points a year. A straight line explains 31% of the movement over 10 observed years.

What this measures
Adjusted net savings are equal to net national savings plus education expenditure and minus energy depletion, mineral depletion, net forest depletion, and carbon dioxide and particulate emissions damage. This indicator is expressed as a percentage of Gross National Income (GNI) which is the total income earned by all residents within an economic territory during an accounting period. It is equal to gross domestic product plus earned income receivable from abroad minus earned income payable abroad.
Limitations: The exercise treats public education expenditures as an addition to savings. However, because of the wide variability in the effectiveness of public education expenditures, these figures cannot be construed as the value of investments in human capital. A current expenditure of $1 on education does not necessarily yield $1 of human capital. The calculation should also consider private education expenditure, but data are not available for a large number of countries. While extensive, the accounting of natural resource depletion and pollution costs still has some gaps.
Regional and income-group figures are computed by the World Bank as a weighted average.
