What the numbers say
In 2015, Luxembourg's school enrollment, primary, female (% net) rose 1.6 percentage points on 2014 (from 93.47% to 95.07%).
Across the 24 yearly changes before that (1973 to 2014), the average change was +0.21 percentage points and a typical year strayed about 2.1 percentage points from that (the standard deviation). This year's change was 0.7 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 6.7 percentage points in 1988 and the biggest yearly fall was 2.95 percentage points in 1987. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2006 to 2015 the straight-line trend is downward, about 0.39 percentage points a year. A straight line explains 54% of the movement over 9 observed years.

What this measures
Net enrollment rate is the ratio of children of official school age who are enrolled in school to the population of the corresponding official school age. Primary education provides children with basic reading, writing, and mathematics skills along with an elementary understanding of such subjects as history, geography, natural science, social science, art, and music.
Limitations: Enrollment indicators are based on annual school surveys, but do not necessarily reflect actual attendance or dropout rates during the year. Also, the length of education differs across countries and can influence enrollment rates, although the International Standard Classification of Education (ISCED) tries to minimize the difference. For example, a shorter duration for primary education tends to increase the rate; a longer one to decrease it (in part because older children are more at risk of dropping out). Moreover, age at enrollment may be inaccurately estimated or misstated, especially in communities where registration of births is not strictly enforced.
Regional and income-group figures are computed by the World Bank as a weighted average.
