Over five years it is down 11.11% from 18 in 2019 (2.33% a year on average, compounded). Since 1989 it is down 80.49% from 82 in 1989 (4.56% a year on average, compounded). The World Bank has no value for 15 of the years in between; the chart leaves those gaps open rather than joining across them.
What the numbers say
In 2024, Paraguay's industrial design applications, resident, by count rose 45.5% on 2023 (from 11 to 16).
Across the 16 yearly changes before that (1993 to 2023), the average change was +59.8% and a typical year strayed about 259.2% from that (the standard deviation). This year's change was 0.1 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 1,000% in 2023 and the biggest yearly fall was 88.7% in 2019. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.

What this measures
Industrial design applications are applications to register an industrial design with a national or regional Intellectual Property (IP) offices and designations received by relevant offices through the Hague System. A resident application refers to an application filed with the IP office of, or acting for, the state or jurisdiction in which the first named applicant in the application is resident. Design count is used to render application data for industrial applications across offices comparable, as some offices follow a single-class/single-design filing system while others have a multiple class/design filing system.
Limitations: Data are based on information supplied to World Intellectual Property Organization (WIPO) by IP offices in annual surveys, supplemented by data in national IP office reports. Data may be missing for some offices or periods.
Regional and income-group figures are computed by the World Bank as a sum.
