What the numbers say
In 2018, Mali's international tourism, expenditures for travel items (current US$) rose 11.9% on 2017 (from US$160 million to US$179 million).
Across the 22 yearly changes before that (1996 to 2017), the average change was +7.1% and a typical year strayed about 19% from that (the standard deviation). This year's change was 0.3 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 55.8% in 2006 and the biggest yearly fall was 30.6% in 2009. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2009 to 2018 the straight-line trend is upward, about US$8.46 million a year. A straight line explains 89% of the movement over 10 observed years.

What this measures
International tourism expenditures are expenditures of international outbound visitors in other countries. The goods and services are purchased by, or on behalf of, the traveler or provided, without a quid pro quo, for the traveler to use or give away. These may include expenditures by residents traveling abroad as same-day visitors, except in cases where these are so important as to justify a separate classification. Excluded is the international carriage of travelers, which is covered in passenger travel items. Data are in current U.S. dollars.
Regional and income-group figures are computed by the World Bank as a gap-filled total.
