What the numbers say
In 2024, Latvia's secure Internet servers (per 1 million people) rose 2,135 on 2023 (from 26,083 to 28,218).
Across the 13 yearly changes before that (2011 to 2023), the average change was +1,989 and a typical year strayed about 2,704 from that (the standard deviation). This year's change was 0.1 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 9,010 in 2017 and the biggest yearly fall was 301.55 in 2022. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2015 to 2024 the straight-line trend is upward, about 2,912 a year. A straight line explains 92% of the movement over 10 observed years.
Worked out from the yearly values above. How the checks work: standard deviation, z-scores and straight-line trends.
A straight-line projection, tested first
Extending that straight line gives about 38,214 for 2027. We show this only because the same method, fitted on earlier years, predicted 2022 to 2024 better than "no change" would have: its average miss was 1,373, against 3,153 for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
The number of distinct, publicly-trusted TLS/SSL certificates found in the Netcraft Secure Server Survey (by hosting country), per 1 million people.
Limitations: Netcraft only visits sites on the standard HTTPS port, 443. Whilst it is possible to run an HTTPS server on a different port (using a URL like https://example.com:7000) this behaviour is quite rare on public websites. For example, usual ports are often used for administrative interfaces and other services not intended for the general public. Netcraft tries to visit every public secure website. Note that the survey does not include secure mail servers (SMTP) or intranet sites. So the final number of certificates for each certificate authority will be lower than the total number of server certificates sold by that authority.
Regional and income-group figures are computed by the World Bank as a weighted average.
