What the numbers say
In 2018, Iran, Islamic Rep.'s international tourism, receipts for travel items (current US$) rose 19.8% on 2017 (from US$4.19 billion to US$5.02 billion).
Across the 22 yearly changes before that (1996 to 2017), the average change was +143.8% and a typical year strayed about 630.4% from that (the standard deviation). This year's change was 0.2 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 2,962.5% in 1998 and the biggest yearly fall was 71.6% in 1996. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2009 to 2018 the straight-line trend is upward, about US$337.1 million a year. A straight line explains 91% of the movement over 10 observed years.

A straight-line projection, tested first
Extending that straight line gives about US$5.78 billion for 2021. We show this only because the same method, fitted on earlier years, predicted 2016 to 2018 better than "no change" would have: its average miss was US$197.92 million, against US$310.33 million for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
International tourism receipts for travel items are expenditures by international inbound visitors in the reporting economy. The goods and services are purchased by, or on behalf of, the traveler or provided, without a quid pro quo, for the traveler to use or give away. These receipts should include any other prepayment made for goods or services received in the destination country. They also may include receipts from same-day visitors, except in cases where these are so important as to justify a separate classification. Excluded is the international carriage of travelers, which is covered in passenger travel items. Data are in current U.S. dollars.
Regional and income-group figures are computed by the World Bank as a gap-filled total.
