What the numbers say
In 2024, IDA total's automated teller machines (ATMs) (per 100,000 adults) fell 0.82 on 2023 (from 8.32 to 7.49).
Across the 18 yearly changes before that (2006 to 2023), the average change was +0.43 and a typical year strayed about 0.34 from that (the standard deviation). This year's change was 3.7 standard deviations below that average, so it was unusually large compared with the rest of the record.
On record, the biggest yearly rise was 0.94 in 2009 and the biggest yearly fall was 0.82 in 2024. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2015 to 2024 the straight-line trend is upward, about 0.22 a year. A straight line explains 72% of the movement over 10 observed years.

What this measures
Automated teller machines (ATMs) are electromechanical devices which enable customers of financial institutions to perform financial transactions such as cash withdrawals, balance inquiries, deposits, transfer of funds, and obtaining account information, using an electronic card.
Limitations: Population-based ratios of the number of branches and ATMs assume a uniform distribution of bank outlets within a country's area and across its population, while in most countries bank branches and ATMs are concentrated in urban centers of the country and are accessible only to some individuals.
Regional and income-group figures are computed by the World Bank as a median.
