What the numbers say
In 2019, Egypt, Arab Rep.'s tariff rate, applied, weighted mean, all products (%) rose 2.24 percentage points on 2018 (from 8.19% to 10.43%).
Across the 20 yearly changes before that (1999 to 2018), the average change was −0.3 percentage points and a typical year strayed about 1.99 percentage points from that (the standard deviation). This year's change was 1.3 standard deviations above that average, so it was larger than a typical year, though not out of the range seen before.
On record, the biggest yearly rise was 3.17 percentage points in 2002 and the biggest yearly fall was 4.85 percentage points in 2003. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2010 to 2019 there is no clear straight-line trend: a straight line explains less than 1% of the movement over 10 observed years, so the value is moving around more than it is heading anywhere.
Worked out from the yearly values above. How the checks work: standard deviation, z-scores and straight-line trends.
What this measures
Weighted mean applied tariff is the average of effectively applied rates weighted by the product import shares corresponding to each partner country. Data are classified using the Harmonized System of trade at the six- or eight-digit level. Tariff line data were matched to Standard International Trade Classification (SITC) revision 3 codes to define commodity groups and import weights. To the extent possible, specific rates have been converted to their ad valorem equivalent rates and have been included in the calculation of weighted mean tariffs. Import weights were calculated using the United Nations Statistics Division's Commodity Trade (Comtrade) database. Effectively applied tariff rates at the six- and eight-digit product level are averaged for products in each commodity group. When the effectively applied rate is unavailable, the most favored nation rate is used instead.
