What the numbers say
On record, the biggest yearly rise was 12.72 percentage points in 2010 and the biggest yearly fall was 13.81 percentage points in 2009. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2007 to 2016 there is no clear straight-line trend: a straight line explains 6% of the movement over 9 observed years, so the value is moving around more than it is heading anywhere.

What this measures
Progression to secondary school refers to the number of new entrants to the first grade of secondary school in a given year as a percentage of the number of students enrolled in the final grade of primary school in the previous year (minus the number of repeaters from the last grade of primary education in the given year).
Limitations: The quality of data on the transition rate is affected when new entrants and repeaters are not correctly distinguished. Students who interrupt their studies after completing primary education could also affect data quality.
Regional and income-group figures are computed by the World Bank as a weighted average.
