What the numbers say
In 2025, Tonga's labor force participation rate for ages 15-24, total (%) (modeled ILO estimate) fell 0.08 percentage points on 2024 (from 25.71% to 25.63%).
Across the 30 yearly changes before that (1995 to 2024), the average change was −0.48 percentage points and a typical year strayed about 0.1 percentage points from that (the standard deviation). This year's change was 3.8 standard deviations above that average, so it was unusually large compared with the rest of the record.
On record, the biggest yearly fall was 0.89 percentage points in 1994. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2016 to 2025 the straight-line trend is downward, about 0.44 percentage points a year. A straight line explains 97% of the movement over 10 observed years.

A straight-line projection, tested first
Extending that straight line gives about 23.73% for 2028. We show this only because the same method, fitted on earlier years, predicted 2023 to 2025 better than "no change" would have: its average miss was 0.44%, against 0.57% for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Labor force participation rate for ages 15-24 is the proportion of the population ages 15-24 that is economically active: all people who supply labor for the production of goods and services during a specified period.
Limitations: Data on the labor force are compiled by the ILO from labor force surveys, censuses, and establishment censuses and surveys. For some countries a combination of these sources is used. Labor force surveys are the most comprehensive source for internationally comparable labor force data. They can cover all non-institutionalized civilians, all branches and sectors of the economy, and all categories of workers, including people holding multiple jobs. By contrast, labor force data from population censuses are often based on a limited number of questions on the economic characteristics of individuals, with little scope to probe.
Regional and income-group figures are computed by the World Bank as a weighted average.
