Key figures
| Value | Year | |
|---|---|---|
| Latest | 24.06% | 2022 |
| Ten years earlier | 18.33% | 2012 |
| Highest | 24.87% | 1993 |
| Lowest | 5.6% | 2018 |
| Average since 2013 | 15.26% | 2013–2022 |
| First recorded | 24.87% | 1993 |
Since 1993 it is down 0.81 percentage points from 24.87% in 1993. The World Bank has no value for 9 of the years in between; the chart leaves those gaps open rather than joining across them.
What the numbers say
In 2022, Rwanda's tariff rate, applied, weighted mean, primary products (%) rose 0.52 percentage points on 2021 (from 23.54% to 24.06%).
Across the 15 yearly changes before that (2001 to 2021), the average change was +0.65 percentage points and a typical year strayed about 6.9 percentage points from that (the standard deviation). This year's change was 0.0 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 11.95 percentage points in 2002 and the biggest yearly fall was 11.8 percentage points in 2003. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2013 to 2022 there is no clear straight-line trend: a straight line explains 12% of the movement over 9 observed years, so the value is moving around more than it is heading anywhere.

What this measures
Weighted mean applied tariff is the average of effectively applied rates weighted by the product import shares corresponding to each partner country. Data are classified using the Harmonized System of trade at the six- or eight-digit level. Tariff line data were matched to Standard International Trade Classification (SITC) revision 3 codes to define commodity groups and import weights. To the extent possible, specific rates have been converted to their ad valorem equivalent rates and have been included in the calculation of weighted mean tariffs. Import weights were calculated using the United Nations Statistics Division's Commodity Trade (Comtrade) database. Effectively applied tariff rates at the six- and eight-digit product level are averaged for products in each commodity group. When the effectively applied rate is unavailable, the most favored nation rate is used instead. Primary products are commodities classified in SITC revision 3 sections 0-4 plus division 68 (nonferrous metals).
