What the numbers say
In 2025, Norway's general government final consumption expenditure (constant LCU) rose 1.5% on 2024 (from 1.03 trillion to 1.05 trillion).
Across the 30 yearly changes before that (1995 to 2024), the average change was +2.3% and a typical year strayed about 1.1% from that (the standard deviation). This year's change was 0.7 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 7.5% in 1975 and the biggest yearly fall was 1% in 1988. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2016 to 2025 the straight-line trend is upward, about 19.62 billion a year. A straight line explains 93% of the movement over 10 observed years.
Worked out from the yearly values above. How the checks work: standard deviation, z-scores and straight-line trends.
A straight-line projection, tested first
Extending that straight line gives about 1.09 trillion for 2028. We show this only because the same method, fitted on earlier years, predicted 2023 to 2025 better than "no change" would have: its average miss was 40.2 billion, against 59.48 billion for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

How it compares
In 2025, Norway had the 41st highest value of the 130 economies reporting that year. Higher is not always better: for some indicators the lowest value is the one to aim for. See the full ranking.

What this measures
Final consumption expenditure is expenditure on goods and services by resident institutional units for the direct satisfaction of human needs or wants, whether individual or collective. General government FCE includes all government current expenditures for purchases of goods and services (including compensation of employees), and most expenditures on national defense and security, but excludes government military expenditures that are part of government capital formation. This indicator is expressed in constant prices, meaning the series has been adjusted to account for price changes over time. The reference year for this adjustment varies by country. This series is expressed in local currency units.
