What the numbers say
In 2023, Nepal's net official development assistance received (constant 2023 US$) fell 5.4% on 2022 (from US$1.24 billion to US$1.17 billion).
Across the 30 yearly changes before that (1993 to 2022), the average change was +4.3% and a typical year strayed about 17.7% from that (the standard deviation). This year's change was 0.6 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 93.9% in 1970 and the biggest yearly fall was 24% in 1968. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2014 to 2023 there is no clear straight-line trend: a straight line explains 9% of the movement over 10 observed years, so the value is moving around more than it is heading anywhere.

It includes loans with a grant element of at least 25 percent (calculated at a rate of discount of 10 percent). Data are in constant 2023 U.S. dollars.
