Israel's renewable internal freshwater resources per capita (cubic meters) was 80.03 in 2021, the latest year in the World Bank's World Development Indicators. That is down 17.13% from 96.58 in 2011 (1.86% a year on average, compounded).

What the numbers say
In 2021, Israel's renewable internal freshwater resources per capita (cubic meters) fell 1.36 on 2020 (from 81.39 to 80.03).
Across the 30 yearly changes before that (1991 to 2020), the average change was −2.65 and a typical year strayed about 1.55 from that (the standard deviation). This year's change was 0.8 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly fall was 16.17 in 1962. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2012 to 2021 the straight-line trend is downward, about 1.66 a year. A straight line explains 100% of the movement over 10 observed years.

A straight-line projection, tested first
Extending that straight line gives about 74.49 for 2024. We show this only because the same method, fitted on earlier years, predicted 2019 to 2021 better than "no change" would have: its average miss was 0.8, against 3.01 for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Renewable internal freshwater resources flows refer to internal renewable resources (internal river flows and groundwater from rainfall) in the country. Renewable internal freshwater resources per capita are calculated using the World Bank's population estimates.
Limitations: A common perception is that most of the available freshwater resources are visible (on the surfaces of lakes, reservoirs and rivers). However, this visible water represents only a tiny fraction of global freshwater resources, as most of it is stored in aquifers, with the largest stocks stored in solid form in the Antarctic and in Greenland's ice cap. The data on freshwater resources are based on estimates of runoff into rivers and recharge of groundwater. These estimates are based on different sources and refer to different years, so cross-country comparisons should be made with caution.
Regional and income-group figures are computed by the World Bank as a weighted average.
