What the numbers say
In 2017, IDA blend's progression to secondary school (%) rose 1.63 percentage points on 2016 (from 75.62% to 77.25%).
Across the 18 yearly changes before that (1999 to 2016), the average change was +0.76 percentage points and a typical year strayed about 1.38 percentage points from that (the standard deviation). This year's change was 0.6 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 3.17 percentage points in 2001 and the biggest yearly fall was 1.68 percentage points in 2012. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2008 to 2017 the straight-line trend is upward, about 0.41 percentage points a year. A straight line explains 70% of the movement over 10 observed years.
Worked out from the yearly values above. How the checks work: standard deviation, z-scores and straight-line trends.
A straight-line projection, tested first
Extending that straight line gives about 78.15% for 2020. We show this only because the same method, fitted on earlier years, predicted 2015 to 2017 better than "no change" would have: its average miss was 0.63%, against 2.31% for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Progression to secondary school refers to the number of new entrants to the first grade of secondary school in a given year as a percentage of the number of students enrolled in the final grade of primary school in the previous year (minus the number of repeaters from the last grade of primary education in the given year).
Limitations: The quality of data on the transition rate is affected when new entrants and repeaters are not correctly distinguished. Students who interrupt their studies after completing primary education could also affect data quality.
Regional and income-group figures are computed by the World Bank as a weighted average.
