What the numbers say
In 2022, Dominican Republic's PPG, IDA (DOD, current US$) fell US$390,000 on 2021 (from US$390,000 to US$0).
Across the 30 yearly changes before that (1992 to 2021), the average change was −US$644,700 and a typical year strayed about US$67,625 from that (the standard deviation). This year's change was 3.8 standard deviations above that average, so it was unusually large compared with the rest of the record.
On record, the biggest yearly rise was US$5.8 million in 1978 and the biggest yearly fall was US$664,000 in 2005. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2013 to 2022 the straight-line trend is downward, about US$621,158 a year. A straight line explains 99% of the movement over 10 observed years.

A straight-line projection, tested first
Extending that straight line gives about −US$2.21 million for 2025. We show this only because the same method, fitted on earlier years, predicted 2020 to 2022 better than "no change" would have: its average miss was US$272,827, against US$1.05 million for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Public and publicly guaranteed debt outstanding from the International Development Association (IDA) is concessional. Concessional debt is defined as loans with an original grant element of 35 percent or more. The grant element of a loan is the grant equivalent expressed as a percentage of the amount committed. It is used as a measure of the overall cost of borrowing. The grant equivalent of a loan is its commitment (present) value, less the discounted present value of its contractual debt service; conventionally, future service payments are discounted at 5 percent. Data are in current U.S. dollars.
Regional and income-group figures are computed by the World Bank as a sum.
