What the numbers say
In 2021, Caribbean small states' fixed broadband subscriptions rose 0.1% on 2020 (from 574,382 to 575,162).
Across the 16 yearly changes before that (2005 to 2020), the average change was +16% and a typical year strayed about 15.3% from that (the standard deviation). This year's change was 1.0 standard deviations below that average, so it was larger than a typical year, though not out of the range seen before.
On record, the biggest yearly rise was 45.8% in 2012 and the biggest yearly fall was 17.1% in 2018. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2012 to 2021 the straight-line trend is upward, about 29,879 a year. A straight line explains 87% of the movement over 10 observed years.

A straight-line projection, tested first
Extending that straight line gives about 672,265 for 2024. We show this only because the same method, fitted on earlier years, predicted 2019 to 2021 better than "no change" would have: its average miss was 28,467, against 168,032 for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Fixed broadband subscriptions refers to fixed subscriptions to high-speed access to the public Internet (a TCP/IP connection), at downstream speeds equal to, or greater than, 256 kbit/s. This includes cable modem, DSL, fiber-to-the-home/building, other fixed (wired)-broadband subscriptions, satellite broadband and terrestrial fixed wireless broadband. This total is measured irrespective of the method of payment. It excludes subscriptions that have access to data communications (including the Internet) via mobile-cellular networks. It should include fixed WiMAX and any other fixed wireless technologies. It includes both residential subscriptions and subscriptions for organizations.
Regional and income-group figures are computed by the World Bank as a sum.
