Over five years it is down 0.28 percentage points from 99.85% in 2012. Since 1981 it is up 11.35 percentage points from 88.22% in 1981. The World Bank has no value for 16 of the years in between; the chart leaves those gaps open rather than joining across them.
What the numbers say
In 2017, Bahrain's progression to secondary school, female (%) rose 0.14 percentage points on 2016 (from 99.43% to 99.57%).
Across the 14 yearly changes before that (1982 to 2016), the average change was +0.33 percentage points and a typical year strayed about 2.4 percentage points from that (the standard deviation). This year's change was 0.1 standard deviations below that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 7.32 percentage points in 1982 and the biggest yearly fall was 4.32 percentage points in 1983. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.

What this measures
Progression to secondary school refers to the number of new entrants to the first grade of secondary school in a given year as a percentage of the number of students enrolled in the final grade of primary school in the previous year (minus the number of repeaters from the last grade of primary education in the given year).
Limitations: The quality of data on the transition rate is affected when new entrants and repeaters are not correctly distinguished. Students who interrupt their studies after completing primary education could also affect data quality.
Regional and income-group figures are computed by the World Bank as a weighted average.
