What the numbers say
In 2021, Arab World's net official development assistance received (constant 2023 US$) rose 12.9% on 2020 (from US$32.81 billion to US$37.04 billion).
Across the 30 yearly changes before that (1991 to 2020), the average change was +5.8% and a typical year strayed about 33.9% from that (the standard deviation). This year's change was 0.2 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 145.7% in 2005 and the biggest yearly fall was 42% in 2006. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2012 to 2021 the straight-line trend is upward, about US$2.27 billion a year. A straight line explains 91% of the movement over 10 observed years.
Worked out from the yearly values above. How the checks work: standard deviation, z-scores and straight-line trends.
A straight-line projection, tested first
Extending that straight line gives about US$43.93 billion for 2024. We show this only because the same method, fitted on earlier years, predicted 2019 to 2021 better than "no change" would have: its average miss was US$1.25 billion, against US$2.51 billion for assuming no change. Treat it as a continuation of the recent pattern, not a forecast of events: it cannot see a recession, a policy change or a revision to the data.

What this measures
Net official development assistance (ODA) consists of disbursements of loans made on concessional terms (net of repayments of principal) and grants by official agencies of the members of the Development Assistance Committee (DAC), by multilateral institutions, and by non-DAC countries to promote economic development and welfare in countries and territories in the DAC list of ODA recipients. It includes loans with a grant element of at least 25 percent (calculated at a rate of discount of 10 percent). Data are in constant 2023 U.S. dollars.
Regional and income-group figures are computed by the World Bank as a sum.
