What the numbers say
In 2025, Africa Eastern and Southern's fixed broadband subscriptions rose 37.5% on 2024 (from 8 million to 11 million).
Across the 19 yearly changes before that (2006 to 2024), the average change was +23.8% and a typical year strayed about 26.5% from that (the standard deviation). This year's change was 0.5 standard deviations above that average, so it was an ordinary year: it sits within the range of normal year-to-year movement.
On record, the biggest yearly rise was 113.2% in 2006 and the biggest yearly fall was 2.4% in 2020. The numbers show how large and when, not why; for the cause, look at what happened in that country in those years.
From 2016 to 2025 the straight-line trend is upward, about 726,667 a year. A straight line explains 76% of the movement over 10 observed years.

What this measures
Fixed broadband subscriptions refers to fixed subscriptions to high-speed access to the public Internet (a TCP/IP connection), at downstream speeds equal to, or greater than, 256 kbit/s. This includes cable modem, DSL, fiber-to-the-home/building, other fixed (wired)-broadband subscriptions, satellite broadband and terrestrial fixed wireless broadband. This total is measured irrespective of the method of payment. It excludes subscriptions that have access to data communications (including the Internet) via mobile-cellular networks. It should include fixed WiMAX and any other fixed wireless technologies. It includes both residential subscriptions and subscriptions for organizations.
Regional and income-group figures are computed by the World Bank as a sum.
